Bake chicken breast at 350 degrees F for 30 minutes.
As the chicken is baking, roast the raw Jasmine rice in a pan on medium-high heat for 3 minutes or until golden brown. Grind roasted Jasmine rice in a mortar or food processor.
Pluck a 1/2 cup of cilantro leaves and chop.
After the chicken is cooked, let it cool and shred the chicken.
In a plate or bowl, mix together shredded chicken, cilantro leaves, crushed red pepper, and roasted rice. Next, add the fish sauce sand lime juice. Use your hands or a spoon to mix everything together.
